Budapest-Csepel Brownfield Revitalisation Plan and Investment Programme
In the international ReTIna (Revitalisation of Traditional Industrial Areas) project funded by INTERREG IV.B. (South-East European Transnational Programme TRENECON developed a revitalisation plan and investment program for the Csepel Municipality based on the findings and results of the remediation strategy for the 240 hectare territory of the former Csepel Industrial Works prepared earlier and also with the contribution of our company.
The main objective of the municipality with the project was to promote the early revitalisation of the industrial area of the Csepel Works that used to be the largest employer in the district and still having as many as 8-10000 workers today. Improvement of the infrastructural and the environmental conditions are envisaged creating an area better integrated into the urban fabric and which is also more attractive to investors.
In order to lay the groundwork and to prepare for the implementation of the development vision the municipality had the opportunity:
to carry out a detailed status assessment for underpinning the revitalisation of the complete site, to assess development needs in the area
to map the ownership structure of the area in detail
to identify, address development groups and bring them together with common development ideas
to make policy proposals for alignment of the legal environment
to encourage activities improving the image of the area, change the common preconceptions
By developing the study, the municipality also had in mind to provide an alternative for the area functioning today almost as an industrial zone but unable to meet the criteria for getting the industrial park title due to the chaotic ownership circumstances, that enables industrial sites struggling with problems similar to that of the Csepel Works to get funding sources.
This study also gave recommendations and outlined useful concepts for the nine partner cities involved in the project which they could apply in developing their own brownfield revitalisation programmes.
