At regional and urban municipalities, the project preparation efforts begin with the collection of possible project ideas and their assessment or screening against certain pre-defined criteria (technical, social, financial considerations). Before technical design, it is appropriate to carry out an assessment of the individual project in order to determine project justification or to elaborate a project feasibility study (FS), in particular with regard to the fact that funding, support schemes heavily rely on the detailed elaboration of underlying studies, FS and the compliance with the funding, eligibility criteria.
